Most recently, Goebel was the Director of the NGA Office of Commercial Partnerships where his office's contractual efforts provided over 75% of the GEOINT information to meet the NGA's geospatial data needs and ensure the safety of navigation missions. He was also responsible for providing critical analytic skills to address current and enduring intelligence issues. In addition, Goebel's office served as the Agency Program Manager for the billion-dollar Global Geospatial Intelligence contract.
