Institute to Lead Several Important Discussions at ICC Conference


Sep 26, 2014 -- The International Code Council (ICC) will hold its 2014 Annual Conference September 28 – October 4 in Ft. Lauderdale, Florida. The event, which begins Sunday, includes Public Comment Hearings and an Expo. It also includes several activities led by the National Institute of Building Sciences that may have a significant impact on the future of the industry.

Town Hall Meeting on the Future of Code Officials

Earlier this year, on behalf of ICC, the Institute conducted a survey of participants in the building regulatory process to understand the current state of the industry, the pathways for entering such careers and the long-term health of the profession. The report of the survey results was issued in late August. The resulting data reveals some key demographic information about the current workforce; forecasts future workforce needs; and highlights untapped avenues for reaching new recruits. The Town Hall Meeting on the Future of Code Officials serves to bring together key stakeholders to identify methodologies for addressing the challenges facing the code profession. During the Town Hall Meeting, the Institute will present the survey results and moderate the discussion.

National Council of Governments on Building Codes and Standards Meeting

The National Council of Governments on Building Codes and Standards (NCGBCS) was established by the Institute to help state and local jurisdictions enhance the public's social and economic well-being by coordinating efforts across geographic boundaries to make technical findings, improve performance criteria and promote standards to ensure safe, durable, accessible and efficient buildings. During the meeting, the Council leadership will share the latest information on its activities, including potential responses to the findings from the Town Hall Meeting on the Future of Code Officials.

Working with a diverse group of industry stakeholders, the Institute has proposed a change to the International Green Construction Code (IgCC) to implement an optional outcome-based path for achievement of energy efficiency requirements. Approved at the IgCC Committee Hearings in May, the code change (GEW147) aims to capture all potential opportunities to realize energy savings and produce actual, measured results. It supports a community’s desire to achieve sustainability and energy goals without placing additional burdens on code officials. The outcome-based compliance path sets targets for the actual energy use of a building and determines compliance through the building’s achievement of that target once in operation. Ryan Colker, Presidential Advisor at the National Institute of Building Sciences, the main proponent for the measure, will present comments during the hearing.
