The Enterprise e-Licensing System will provide a unified presence for businesses and individuals to apply for and ultimately manage their business, professional, recreational, and occupational licenses. The new system aims to modernize processes by reducing license management and enforcement cycle times and eliminating inefficiencies between legacy systems. The system is anticipated to go live in several phases beginning in 2013.
The six participating agencies include NYS Chief Information Officer/Office of Information Technology Services (CIO/OITS), NYS Department of Agriculture and Markets (AGM), NYS Department of State (DOS), NYS Department of Environmental Conservation (DEC), NYS Education Department (SED), and the NYS Liquor Authority (SLA). These agencies handle regulatory responsibilities for over 2.5 million active licenses in over 600 categories, as well as the inspection, investigation, and enforcement processes needed to protect the health and safety of the public. The bureaus will be able to automate nearly all facets of their licensing operations. Administrators will have an overview of activity across teams and departments; mobile investigators will benefit from access to all the data, tools and maps used by back-office staff; while businesses and citizens will be able to easily apply, renew, search for, and track the status of their licenses 24/7.
"Accela is very excited and honored to be working with the State of New York on this important and groundbreaking project," stated Maury Blackman, Accela CEO and President. "From helping Indianapolis quickly set up vendor licensing during this past year's Super Bowl; to debuting online plan review in Sacramento, Calif., or deploying a wide array of mobile apps, the Accela Automation platform is setting the standard for innovation with government agencies of all sizes."
The State of New York joins California, Oregon, Montana, Michigan, and the District of Columbia among Accela's expanding roster of state-level agencies. Other Accela Automation customers in the state include New York City and the fast-growing Long Island city of Brookhaven.
"Accela Automation provides solutions that help agencies of all sizes boost performance and customer service," Blackman added. "As recently announced, the U.S. Department of the Treasury's Alcohol Tobacco Tax and Trade Bureau's Accela-powered 'Permits Online' system has delivered a 23 percent reduction in processing times, with electronic applications being processed 17 days faster than paper applications. We look forward to working with the State of New York to realize significant benefits for their constituents."
