The City of Terrebonne integrates the open geospatial G.O. LOC services provided by the Ministry of Public Security with JMap!

Montreal, Wednesday, March 31st 2010 – The city of Terrebonne finalized the integration of the G.O.LOC project (Gestion des Opérations de Localisation et de Cartographie) with its municipal public security operations and 911 Call center provided by Radar 911 Systems Inc. The arrival of this new GIS service, under continued development at the MSP, will be a great step forward for Quebec’s public security. G.O.LOC will be helpful in all kinds of situations, such as fire, crisis management and any emergency events requiring high security interventions.

Following a series of tests carried out by various 911 call centers and by partners of the Ministry, the first development phase is now completed. G.O.LOC services will allow a rapid search by address, municipality, highway distance indicators, toponymy, GPS coordinates, company name and Hydro-Québec sites. As a matter of fact, 911 call center dispatchers now have access to geolocation tools connected to a uniform geobase integrating several levels of high-quality spatial information provided by various ministries, municipalities as well a public organizations and companies. The integration of G.O.LOC services with JMap, the mapping platform used by the city of Terrebonne, and Radar 911 (the call dispatching system used by the Public Security service) will combine new layers of information with infrastructures and local public security data, thus providing a complete view of the situation.

"One of our objectives was to automate the transfer of search results to the dispatching system, otherwise first-line users would have to re-enter manually the information. Besides increasing the time needed to complete the task, it would considerably increase the risk of mistakes. We process approximately 800 calls per day and we provide emergency police and fire assistance to a large territory including the cities of Bois-des-Fillion and Sainte-Anne-des-Plaines... This, for us, was essential, because a few minutes can make a great difference in an emergency situation.” – Guy Ménard, Director of Public Security, City of Terrebonne.

This project was completed within only a month, which demonstrates the excellent collaboration between the city’s various services involved in the process and the Ministry of Public Security, along with K2 Geospatial, editor of JMap and acting as integrator in this project.

To conclude, it must be noted that the project was facilitated by the interoperability of existing systems and with the industry standards developed by Open Geospatial Consortium (OGC).
